Unable to place Burner into the Engineer's workshop???

I'm following the Blacksmiths workshop questline and I am unable to place the burner INTO the tool slot on the right inside the Engineers Workshop... Any ideas? I have gas in there and the other tools (Hammer/Pliers).

THis line and MOD is dead if I am unable to utilize the primary table.
Please help!
