Iridescent Altar not functioning for anything that needs more starlight than a fountain prime

My iridescent alter is in a fosic area, hooked up to a celestial collector crystal and a naturally spawned collector crystal, has an astral relay lens thing next to it, and the starlight doesn't move any farther than just slightly below what I need to craft the 3rd resonator. I'm at Y:75 and can't find any fosic areas higher that don't have a dragon on them(I'm playing with ice and fire in the same modpack world)
