Some pokemons do not evolve/spawn

Hi. Two of the pokemons that I'm missing are Overqwil and Basculegion. I found two hisuian qwilfish, but neither of them evolve when right clicked with a waterstone. I also found white form Basculins, but even after taking more than 300 recoil damage without fainting they still do not evolve. Is there something I'm doing wrong or is it a bug? If it is a bug could they at least be added to the market or vote chests? Thanks!
