Removal of delay between commands like /home or /rtp

Reason for Request*: 

Hello! i would like to use the /time command to avoid seeing fog, worldedit permissions to take less time to flatten terrain or remove blocks, the /speed command to go a little faster (always being careful not to abuse and load too many chunks like that) and finally removing the wait time so you don't have to wait when /rtp for example takes you to places underground etc..
