All items that you can not get in survival are illegal, for example you can pvp with gapples and the other people that does not have the rank will never kill you beacouse u have 2 or 3 stacks (aside you can duplicate gapples and Give it to you friends, or for example you can not have fire in an ax because, it's impossible to make it in survival.
