Monster spanwer doesn't work

Hey all,

i bought a skeleton spawner from the donation shop and placed it underground, but it doesn't work. They're "pulsing" like wanting to spawn mobs, but they don't do it.

To be sure I made the base 9x9 with a hight of 4 and there is no light around it.

Does anyone have an idea why it doesn't work?

well did u enable the mob spawn perm with /t perm set mobs true?

Talked to the player ingame and fixed the issue.
