Fluid Tank Trouble

I am trying to use my fluid tank to push and pull liquid to/from objects like barrels and it wont push or pull liquid and I just cant figure it out. Any help would be appreciated.

Normally tanks require an outside force to move liquids to/from them. The usable ones here are either ender IO fluid conduits, transfer nodes or translocators.
