I have Java 8u231 x64bit I'm not sure how to fix it.

Ah, yes. You have the outdated launcher version which is why it is not updating the modpack list.

Before you download the new launcher I suggest you delete the folder (or wherever you have the launcher data saved) ;

Documents\CraftersLand Launcher\launcher
