Description of the situation :  fly pvp, the player was with the "fly" activated and from a distance he would shoot me with the rifle, sometimes he would come to hit me, and when I was going to kill him, he would fly away again and continue shooting with the rifle from distance, You can also see in the video how he hits him while he flies, constantly harassing me with the "fly" command.

The video is not going out of rules ElotroxplaysYT was shooting with Fly at the ground he was escaping with fly not shooting (If player touches or hit someone in the air is FlyPvP) . Player can fly to escape [There's no Rule] and Fly pvp is when player is attacking with rifle or sword while she's/he's flying [There's a Rule].

There's no Punishment for ElotroxplaysYT
