I cant place quarry in my town

if i try to place quarry in my town say "you cannot modify the land here Owners Kaszanka_1234"

Quarries have large radius in which they check for other towns to prevent griefing. Besides you are supposed to use quarries in mining world or deep dark instead of overworld
