Issue placing blocks in town

I own my town

I can't place greatwood.

An error message stating 'You cannot modify the land here' followed by Owners: Jiyan shows up

That is caused by near placed another town,there are 2 ways how to avoid : request a town removal (if the player is inactive more than 1 month) , or if you have small base,just move somewhere else.
