yes, i'm mayor, and another player in my town have mayor

check town commands with /town help , but i don't think you can downgrade someone as all other members are just residents

I only set him as mayor so I can remove you, then i added you back and set him as resident back

I kicked him out the town and reinvite to degrade him. Thx for all. Now do I have to put my password to login?

no, now server checks if your account is premium on Mojang login servers and password on your server account is no longer required
