Plus @Vigilantsguns, you got the format you've used from the Complaints section but posted this in Rules? Why would you post a report in the rules section? Think before you do.

This goes to Complaints, a staff member can move it there and deal with the report itself.

Vigilantus, don't insult, cause it's better you let the staff decide if he get punished or no. Elpro64 had hacks in the past and he broke lots of rules, i think he'll get punished, just wait...
