tweak the new antilag

well since we have the new antilag on IE, server restarts way more often caused by triggering the 9tps mark (for restart) even if the drop is only for 1 second the plugin triggers auto restart sooo could u propably fix it so it measures the time of the tps drop ? cause else it restarts all 20-30 mins and this starts to annoy ppl on the server

1 sec of lag can't trigger the auto restart because the system checks lag each minute and only if 2 consecutive checks are below 9TPS it will start the auto restart countdown, that's at least 2 minutes
