[1.7.10] Vampirism leveling problem

Like it said in the title, i have a huge problem with my vampirism leveling, i'm actually level 9 vampire (i have 11 pips and i've counted it 100 time to be sure) but i just cant go to my level 10, i have turned many villagers into vampire but nothing happened, i tried to turn them in many differents situations but nothing happened, even a vampire level 10 (his nick in the server is spoopy) helped me to find a way to turn me level 10 but nothing worked, so i think i need the help of a staff to turn me into a level 10.

You need to have the book in your inventory when you try to level up. Also try reading all the pages. At least, that's the usual solution. If it gets really necessary, I can come on and help you out with it, but first try what I suggested.

I didn't specify it but lalo said to me you suggested that, and i tried this out immediatly, but that dont work and i have the book with the 8 torn pages

I think you need more pages than that.
