Unable to access anything in town

Recently my brother has been denied access to my town and I can't seem to figure out why. I've not changed anything in the perms list and I've kicked him and re invited him and still the problem persist. If there is anything I can do or try please let me know. My town is Not, TkTree is the creator and his ign is Denial_Bike.

 

I was able to bypass the bug by passing mayor ship to him and having him pass it back close topic please
