Depends,if it gives you bad potion effects then it's not water.

If it doesn't do anything maybe it's dirty water.

The liquid was in fact water as you can see from my screenshot

have no idea why it showed green for him, i even changed my texture pack to default to see if it also showed green, which it didn't, it was still blue.

He initially thought it was mob essence and was confused as to why he was pumping water

You can press 0 on the numpad and bring up waila options and set it to tell you what liquid you are looking at.
