Although we do allow sponsors to request extra commands, unfortunately the only game modes we allow are Survival and Creative.

Just to be sure we're on the same track here, he just need the access to NEI as shown on the attached picture.

He want to able to grab stuff (spawn in) from NEI instead of having to search it in minecrafts overview.
