Remove claim thats not in use

Description of issue: Just found out there is another claim close to mine. It is not in use and only contains a small house within two chunks. There is only one chest inside and a dog. I want this claim to be removed because I feel like it is not necessery to have it take up land and it is only in my way. If the user is inactive and never has been on regurarly I feel like it is enough to have it removed.
