-(The thing is in the rules for the Premium+ user is standing that you are not allowed to give creative items to user who are not part of your town so technically he is allowed to give me stuff because i am part of the town and in the part of bug using in the rules is standing nothing about that what he did is not allowed so what he did is tachnically allowed and i mean in the rules is no where the point that you are not allowed to craft items out of the creative )-

You were banned for rule 2 which is bug abusing, this has nothing to do with gifting of creatively influenced items. If you wanted the ring you should just spawn it in instead of spawning in all the ingredients for it and crafting in in survival to effectively get rid of the "spawned in" tag. This was a clear attempt at circumventing the restrictions of creative spawned items. I don't see anything else to discuss here.

So the thing is here he did not break any rule because it’s says now where and I mean no where that you are not allowed to craft with these items it says it no where and of you wanna tell me now something about the tag we didn’t now that it’s getting removed by doing it and one other thing how can a creative player give people in his town items if they can’t pick it up but they are allowed?
