Certainly but by whatever chance of glitchy ban software game may think it is him (IP Recycling).  It'd be a rare stretch but that's literally the only ban of that day, for that duration [permanent], by console, for "Forums", that is still active, which matches up and would provide some sort of explanation for this posting.
