Glitch with Greatwood?

I am reporting what appears to be a glitch with greatwood planks.

This has happened in two different towns with myself and two separate people on two separate occasions.

I tried to place great wood planks in my town and it tells me that I can't modify because the town is owned by someone nearby.  The person is not a member of my town and his town is near, but not connecting. 

Only greatwood planks appear to give me the problem and only in a small area - I can place other blocks without a problem. 

I don't know how to capture chat or screenshots, but Kitsuni witnessed this problem in my town, Imperia yesterday.  And Y0lin witnessed this in my town UGC today.

I was at some point able to use/place greatwood planks in both towns - in UGC I have some in storage drawers (I now can't add to them).  And in Imperia, we were using greatwood planks on fences at first, but then suddenly we couldn't.  We didn't test to see if the problem was only with greatwood in Imperia.

In any case, it seems a bit curious...

Yeah, i was a witness when that happened. I'm not a member of his town.

When he had /town perm modify false and i tried to place the greatwood it said that the owner was camcamhow (the mayor of uag), but when he set the modify to true and i tried to place the greatwood it said that the owner is not the town mayor, but a player who has a town nearby (juto1510). That happens only with greatwood, because with modify true i was able to place other blocks like cobblestone, sand etc.
