Mobs and animal spawns

Why are there very little or no Mobs or animal spawns, even in the mining dimension, on the direwolf20 1.12 mod pack, it is very difficult to get much down when you cant find them?

Is this when the server is laggy? or everytime

I get all sorts of mobs spawn. I think it's when the server is laggy therefore mobs aren't spawning.
