Description of Issue:  With the SF4 Reset, I have my rank in game and can get my /kit, but I don't have any of the starter
items that go with the <Premium> rank such as the starting cash and the keys.
From the ranks page for the server, these should be included with the rank:

• 3 Legendary Crate Keys.
• 6 Vote Crate Keys.
• $4000 in-game money.
