What do you think the max chunk rate should be for 10 players?

The server hardware is very good, you can start with 10 for chunk radius, but keep in mind that the bottleneck for Minecraft is the fact that the game is mainly running on a single thread for everything except for few other stuff like chat that do run async. So you can have 100 cores and 1TB of RAM it will start to lag at some point, due the fact that the game can't utilize all resources, mainly the CPU power. Also modded servers will be even harder to run fine as mods add even more stuff to be processed on that single game thread that Minecraft uses.
