Yeah it's legal, it's the magic of GM 1. Even if he had only 1 protection, he could just place it in Creative mode and still have it in his inventory. Also if you place a protection in gm1 and destroy it you will have 2 (1 from your inventory and 1 dropped because of the plugin).

Yes, he can have them and place them however not randomly. As long as they are not misused, it's ok. T/C
