Some claimed town near my base

Someone has claimed a 1-chunk size base near mine called "Oil_Field" and they haven't been online in 30+ days. Can this town be removed? (I'll pump the oil for the guy and save it, but currently it's annoying me atm because skeletons can range me from the hill).

 

PS sorry if this is the wrong section, Dragon told me that there's a section for this but I couldn't find it?
