Quarry not working

I tried to place my quarry, but it won't allow me to. it's on my plot with the modify perm on/true. but it doesn't work. I've tried it in many places, but it still doesn't work. it's a build craft quarry.

oh yeah if u get this msg u are to close to another players town if he has nearby perm on false u can't build in the chunk next to the town so there is 1 chunk protection ... u can break stuff in that chunk but u can't place

but it's more than one chunk away from his town.

what type of quarry are u using ender io or BC?

By the Screenshot i can see it`s BC quarry

All BC quarry disabled due to intence lag they produce. Use Ender Quarry.
