Builder's Not Functioning

Hello, I've been trying to use a building in an RFtools world and it seems to not be running. It's not using any power or breaking any blocks.

Which server is this for?

After 1.10 Rftools added new function: If your dimension isn't powered you will get tons of negative buff and machines inside won't work.

It's for Direwolf 1.12, the dimension was at full power as well, I used an RF monitor so I didn't die, maybe it is related to that though.

 

Edit: I just tested a builder in the twilight forest and could not get it working there either.
