Open up NEI, there's a option button.

In the option screen, there should be a button "recipe mode", click it twice and you will have "Cheat mode"

There, that's your NEI access

When did you get your Sponsor rank? it shall be around 24-48 hours, sometime can be more than that, depends on how busy Brunyman is. The NEI cheat feature is not automatically add to your account. Brunyman has to do it himself. 

Update:  oh it has been over 7 days. Link. March 4, Player made transfer from tekkit to SF 2.5.
