Cannot craft Storage Scanner, does it be restricted or not

Some days ago I tried to craft storage scanner from RFTool for storage things but the recipe does not work. When I ask @RazAssassin said that it is banned. However, when I check the restricted items list I don't see Storage scanner. So I make this topic to ask @brunyman does storage scanner are banned but not be informed on the list or this is the mistake. Now I've returned the storage scanner I request wrong to Raz

@Rotomegax The Cube Builder the crafting recipe is disabled witch means you can't get it.

If that the Storage scanner should be listed into restriction items list so another player will not try to craft it and waste resources
