What do you mean setup permission? Are you requesting for a command? If that so you have to be a sponsor/sponsor+ on the server, can you give a little detail for this "permission"

Permissions.  like this player can use /tp and but not Creative mode

you need to request command for /tp, if you would like to request a command that you can't do you have to be a sponsor or sponsor+ on the server @Draco_Socard
