unable to place quarry

When I try to place a buildcraft quarry in my claimed town, I get an error. "Unable to modify the land here" Owners: Zankr.

Do you still get the error? What town name?

You get the anywhere in your town?

It's anywhere in the town, and doesn't go away until you move really far away from any towns.

Basically... the buildcraft quarry should still be banned but exists as a cheap alternative for use in other dimensions that are not overworld.

I only needed to quarry a specific area of my town, I just dug it out instead.
