As I believe Tekkit has towny whilst IE and DW20 got mytown. if it's now MyTown all you do is make sure you have some $$$ in your balance, stand in the chunk where you want you "base spawn" and do /town new <name> that will claim the chunk as yours. To add more chunks do /town claim but to do so you must have $20 in your town bank, and to add to the town bank do /town bank deposit <amount> now if it's not DW20 or IE then it's best to ask Tekkit staff as I haven't used towny for a very long time.
